feat: weather, PV estimate and IMGW warnings on Podgląd

Backend GET /api/weather: Open-Meteo forecast for three days, a PV
estimate calibrated on the last 14 measured days (Deye + Fronius daily
energy over forecast radiation), and IMGW warnings for Krosno (TERYT
1862, else 1807). Cached 30 and 10 minutes, stale answer on failure.
Frontend: Pogoda card, warning banners, and a hint on Bateria to keep
the battery full on a storm or strong-wind warning.
