fix(commands): cap a held lease when a later boost may have landed ace189f5e2 
A boost that failed after its write could leave a raised value under the
held change's far lease. The restore now keeps both values but runs
within one lease (ADR-012).

The cached reading can be 30 minutes old. A reading missing fields now
counts as no usable settings instead of failing with a 500.
